The publishing industry received what looks like good news today.
Following a vote, on Wednesday 26th November 2025, at the European Parliament, printed materials have been formally excluded from the requirements of the EU Deforestation Regulation. This update means that products such as books, magazines, journals and newspapers will no longer fall under the regulation’s scope. This vote is expected to receive final confirmation from the Council of the European Union later this year.
In short this means the burden of requiring data on the source of materials for every title a publisher has in print is mostly probably lifted.

On the expectation that the Council of Ministers and the EU Commission agree with the EU parliament we and everyone else will not have to create systems to share and collect EUDR compliance data for every title published. This regulation was due to become effective from January 2026.
As a result, businesses involved in the production, distribution and import of printed titles into the EU will not face the additional regulatory processes that had been anticipated. This removes the risk of added documentation, border delays or supply chain disruption for printed goods moving throughout the European Single Market which includes Northern Ireland.
The vote has received strong backing from key trade organisations, including the Publishers Association and the Federation of European Publishers, and the publishing industry and its service providers look forward seeing final confirmation from the Council of the European Union later this year.
